ACT closes PR-52 and PR-30 lanes Tuesday, November 10, for an $11.3 million lighting project
CoquiList · With information from Metro Puerto Rico

On Tuesday, November 10, between 9:00 a.m. and 3:00 p.m., the Highways and Transportation Authority (ACT) will close one lane of PR-52 on the Caguas-to-Cayey stretch and another on a PR-30 ramp toward San Juan. The reason is the installation of foundations for lighting poles, part of an $11,319,452.45 federal-funds project the agency has been carrying out on the expressway for weeks 12.
If your daily routine runs through the San Juan-Caguas-Cayey corridor, or you cross the island toward Salinas and Ponce, this six-hour closure falls on the busiest morning stretch of the work week. It is not a full closure, but one fewer lane on a high-volume highway is felt in the traffic.
Background: a lighting project moving in stages
Tuesday's closure is not an isolated event. It is one more piece of a lighting-system improvement project on PR-52 that, according to ACT, runs from kilometer 15 to kilometer 60, between Caguas and Salinas 13. The agency has been announcing partial closures in phases, always during daytime hours.
In October, ACT closed the right lane of PR-52 heading from Cayey to Caguas, between kilometers 23.8 and 23.3, from Monday, October 19 through Wednesday, October 21, also from 9:00 a.m. to 3:00 p.m., to remove existing light poles 3. Weeks later, on October 27, the pattern repeated on ramp 0A of PR-30, with the right lane closed from kilometer 0.3 to 0 toward San Juan 4. In other words, old poles come out first and the foundations for the new ones go in next, which is the phase now underway.
The key facts
- Date and hours: Tuesday, November 10, 2026, 9:00 a.m. to 3:00 p.m. (six hours) 12.
- PR-30: right lane of ramp 0A closed, kilometer 0.3 to 0, toward San Juan 1.
- PR-52: right lane closed between kilometers 16.2 and 6.4, on the Caguas-to-Cayey stretch 1.
- Work: installation of foundations for lighting poles 12.
- Investment: $11,319,452.45 in federal funds 13.
- Jobs: ACT says the project creates five jobs 34.
- PR-30 alternate: use ramp 0B to reach PR-1, or continue through exit 0A, depending on your destination and traffic flow 1.
One detail worth noting: the PR-52 section affected on Tuesday covers nearly ten kilometers of right lane, from 16.2 to 6.4. Crews do not occupy the whole stretch at once, but signage and cones can extend along it and slow the slow lane, where trucks and vehicles entering and exiting at intermediate exits travel 1.
What it means for you
For anyone commuting daily from Cayey, Caguas or Gurabo toward the metro area, the biggest impact will be in the morning and midafternoon. The closure ends at 3:00 p.m., so the evening commute is in principle outside the window, although any delay in the work could extend it 12.
For truckers and delivery drivers, the right lane is the one most used to enter and leave the highway. If your route includes ramp 0A from PR-30 to PR-1, plan the detour via 0B before leaving home 1.
Over the long term, the benefit is safety: ACT explains the project aims to improve visibility and driver safety on one of the busiest expressways in the east and south of the island 3. Dark stretches or damaged fixtures are a known risk, especially at night and in the rain.
How to / Checklist
- Check your route Monday night and decide whether to leave before 9:00 a.m. or after 3:00 p.m. on Tuesday, November 10 1.
- If you take PR-30 toward San Juan, have the alternative ready: ramp 0B to PR-1, or continue through exit 0A depending on traffic 1.
- Download or open Waze before leaving; ACT recommends it to see real-time traffic and reduce delays 14.
- Follow the ACT and DTOP Facebook accounts, where the agency posts last-minute changes 4.
- In the work zone, obey signage and traffic control devices, and slow down as you approach the cones 1.
- If the closure affects an appointment or a work shift, give notice early: it is six hours, and the agency has not announced compensation or an alternate schedule 1.
What's next
The lighting project covers a long stretch, kilometer 15 to 60, and ACT has shown a pattern of phased closures: pole removal, foundations, then new poles and fixtures 134. It is reasonable to expect more partial-closure notices in coming weeks, although the agency has not published a full calendar or a completion date in its most recent notices. Any changes will be announced through ACT and DTOP official channels.
If weather forces the work to be postponed on Tuesday, ACT usually reschedules and announces it on social media, so it is worth confirming the same day 4.
