Puerto Rico Goes From 98% Coverage to 178 Opportunity Zones: What Changes January 1, 2027
CoquiList · With information from El Nuevo Día

Puerto Rico will soon stop being, almost entirely, a federal opportunity zone. The government announced this week that 178 census tracts on the island were designated in the new round of the federal Opportunity Zones 2.0 program, a much narrower map than the current one, which covers about 98% of the territory 1. The new designations begin January 1, 2027 and last ten years 1.
Background
The opportunity zone program was created by a 2017 federal law to draw private capital into economically lagging communities. After Hurricane María, Congress adjusted the rules so more communities qualified, and in Puerto Rico the result was coverage of nearly the whole island 1. In 2025, the federal law known as the One Big Beautiful Bill made the program permanent and put Puerto Rico under the same rules as the states, including the requirement to select 25% of eligible tracts 1.
That rule is the key to what comes next. The Department of Economic Development and Commerce (DDEC) already warned in September 2025 that the 98% island-wide designation holds through December 2026 and would then shrink to 25% 3. Now that cut has numbers and a map.
The numbers
- 178 census tracts designated in Puerto Rico for round 2.0 1.
- January 1, 2027: the date the new designations take effect, valid for ten years 1.
- 98%: the approximate share of the island currently designated under the two earlier federal laws 1.
- More than $110,000 million: private investment the program has generated nationally, according to federal data cited by the government 1.
- $1,400 million: eligible investments the DDEC certified in September 2025 for priority projects in 13 municipalities, with more than 2,000 associated jobs 3.
- Revenue Procedure 2026-14: the federal Treasury document listing the eligible tracts from which nominations were chosen 2.
Gov. Jenniffer González Colón said the initiative will boost investment and economic development 1. DDEC Secretary Carlos Ríos Pierluisi called it a significant achievement for Puerto Rico's economic future 1. U.S. Treasury Secretary Scott Bessent said the permanent renewal of the zones will direct private investment and support job creation 1. Gabriella Boffelli, executive director of the Puerto Rico Federal Affairs Administration (PRFAA), highlighted the federal and congressional coordination that made the island's participation possible 1.
The official list of tracts and the map are published by the Treasury's Community Development Financial Institutions Fund (CDFI Fund) at cdfifund.gov/opportunity-zones 1.
What it means for you
If you own a business, a piece of land or invest locally, the exact location of your property matters more than ever. Through December 2026, almost any property on the island sits inside a zone; starting January 1, 2027, only those in one of the 178 tracts stay in the program 13. A project that relies on this framework and does not yet have its paperwork in order could fall off the new map.
If you are a consumer or resident, the effect is indirect but real: investment that lands in a designated zone tends to translate into construction, jobs and housing or retail development in your community. The DDEC projected more than 2,000 jobs from the 2025 certified project round alone 3. Whether your tract is on the map may influence where that activity concentrates over the next ten years.
How to / Checklist
- Go to cdfifund.gov/opportunity-zones and look up your property or business address on the designated-zone map 1.
- Note whether your census tract appears among the 178. If it does not, the current designation expires at the end of 2026 13.
- If you have a project in process under the current designation, ask your attorney or accountant which requirements you must meet before December 31, 2026.
- Email [email protected], the DDEC Office of Incentives for Businesses, if you need guidance on the program 2.
- If you plan to claim associated tax credits, review DDEC Circular Letter 2025-019 on agreed-upon procedures reports 2.
- Have your accountant evaluate your case under current federal law; do not make investment decisions from a map alone.
- Visit desarrollo.pr.gov for new DDEC releases and circulars.
What's next
The next milestone is January 1, 2027, when the narrow map replaces the current one 1. Before year-end, the DDEC expected to resolve pending project requests under the current scheme 3. Still to come are Treasury and IRS guidance for this round, and how much private capital flows into the 178 tracts once the ten-year clock starts. If your community was left out, the local debate over other incentives is bound to follow.
