PAN 2026 income eligibility table: limits and benefits by family size

If you receive the Nutrition Assistance Program (PAN) or think you might qualify, here is the complete income table in effect for the federal fiscal year running October 1, 2025 through September 30, 2026, according to the Family Socioeconomic Development Administration (ADSEF) ¹. Gross income is the first filter: if your household passes that cap, ADSEF applies the permitted deductions and compares your net income against the second column. The final benefit depends on net income — the lower the net, the higher the benefit, up to the table maximum ¹².

The deductions that lower your countable income

Before comparing your income against the table, ADSEF subtracts:

1. 20% of your earned income — key relief for anyone earning the $10.50/hour minimum wage.
2. The fixed deduction, which rose from $198 to $279 monthly for this period ².
3. Child or dependent care costs.
4. Medical expenses over $35/month for seniors or people with disabilities.
5. Court-ordered child support you pay.

That is why the number that counts is almost always lower than your gross paycheck: a family of four can have up to $2,735 in gross monthly income and still be eligible ¹.

PAN, in context

PAN is Puerto Rico's version of SNAP — the "food stamps" of the rest of the United States — but it operates as a capped block grant. Today the program serves about 721,000 families on the island: some 265,000 minors under 18, around 418,000 people aged 60 or older, and more than 224,000 beneficiaries who work and still qualify ². Puerto Rico also began receiving an additional $55.9 million in federal funds this year from the annual inflation adjustment ³. In practice, the average benefit for a family of three is around $315 a month.

What it means for you

If your income went up — a raise, more hours, or the minimum wage adjustment — do not assume you lost PAN. First, the deductions apply. Second, if you truly exceed the cap, there is a phased transition: you keep the full benefit for 12 months, then receive 66% for six months and finally 33% for another six before exiting the program ². That gives you up to two years to stabilize instead of an abrupt cutoff. And if you have never applied because "I surely don't qualify," look at the table again: the caps are higher than many believe.

How to apply / Checklist

1. Gather your documents: ID, Social Security number for each member, proof of income for the last 30 days, and receipts for rent or mortgage, water (AAA), power (LUMA) and internet.
2. Calculate your net income: subtract 20% of earned income, the $279 fixed deduction, care costs, medical expenses over $35, and child support ¹.
3. Compare against the table above for your family size.
4. Go to ADSEF Digital (serviciosenlinea.adsef.pr.gov) to apply, recertify, or run an eligibility pre-check without going in person.
5. Report changes within 30 days — meeting that deadline avoids sanctions or overpayments ².
6. Recertify on schedule: the cycle is every 6 or 12 months depending on your profile; note the date.

What's next

The table updates every October 1 with the new federal fiscal year. For fiscal year 2027 there is already a proposal approved in the federal House Appropriations Committee that would increase PAN allocations for Puerto Rico by $77.8 million ⁴. And the bigger debate is still alive: converting PAN into SNAP, which for a family of three would mean the difference between about $315 and roughly $535 a month ³.
