Government Orders Urgent Repair of PR-411, PR-412 and PR-414 Roads in Rincón After Cumpliendo Contigo Meeting

Governor Jenniffer González Colón set firm deadlines on the road problems that have plagued the municipality of Rincón for years. During the 56th meeting of the Cumpliendo Contigo ("Delivering for You") initiative, held on Wednesday, July 30, the governor assigned direct tasks to four central government agencies to tackle the repaving, landslides, and deterioration of three key state highways in the western town ¹.

The agencies summoned were the Department of Transportation and Public Works (DTOP), the Department of Housing, the Department of Natural and Environmental Resources (DRNA), and the Central Office for Recovery, Reconstruction and Resilience (COR3). "We come to work directly with the mayor on the matters he has identified as priorities for his municipality. Here we sit the responsible agencies down, review where each project stands, and coordinate the necessary actions so they can move forward," González Colón said in written statements ¹.

The three road fronts

The prioritized projects cover three state highways that connect Rincón's rural and coastal communities:

PR-414 — Full repaving. This road was identified as Mayor Carlos López Bonilla's number one priority. DTOP was tasked with initiating repaving work, though no specific budget or construction start date was announced ¹.

PR-412 — Assessment of deteriorated sections. DTOP must complete a technical evaluation of the worst segments to determine the scope of necessary repairs. Area residents have reported deep potholes and missing signage for years ¹.

PR-411 — Repair of multiple landslides. This is the most complex situation. The road has several active landslides. The most critical one, located at kilometer 13.9, is only at approximately 25 percent of the design phase. Because the project uses federal funding, it must complete the design and environmental evaluation processes before construction can begin ¹.

Beyond the roads

The meeting also addressed coastal and environmental projects. DRNA and Housing are evaluating abandoned or disused structures near the coast to identify properties affected by hurricanes, erosion, or abandonment that could pose risks to beaches, natural resources, and public access ¹.

The agenda also included initiatives related to Cerro Los Pobres, improvements to Quebrada Carvacho (Carvacho Creek), the municipal beach, and several recreational projects the municipality has requested ¹.

Mayor López Bonilla expressed satisfaction with the meeting's dynamics: "Today we had the opportunity to present projects of great importance for Rincón and discuss alternatives so they can continue moving forward. Rather than worry, we need to take action, and this meeting allowed us to begin defining solutions" ¹.

Context: Cumpliendo Contigo

The Cumpliendo Contigo initiative is the mechanism La Fortaleza (the Governor's mansion) uses to coordinate projects between state agencies and municipal mayors. With 56 meetings completed, the program has visited municipalities across the entire island to unblock projects that get stuck in inter-agency bureaucracy ¹². The format seats the mayor with the heads of relevant agencies to review each project's status and assign responsibilities with compliance deadlines.

Rincón, with an approximate population of 14,000 residents, depends on these state highways to connect its mountainous interior communities with the coastal zone and the main routes toward Aguadilla and Mayagüez.

The landslides on PR-411 have forced drivers to use dangerous detours and have partially isolated rural communities. Repaving PR-414 would improve road safety and reduce vehicle wear. DTOP must present the results of the PR-412 assessment and the PR-414 repaving schedule in the coming weeks. The PR-411 project at kilometer 13.9 has a longer road ahead: it must complete the remaining 75% of design and pass the federal environmental evaluation before construction can be bid out. COR3 will coordinate the necessary federal funding. The next Cumpliendo Contigo meeting could include a follow-up visit to verify progress on these assignments.
