Culebra expects 6,000 tourists for its carnival: the island of 1,735 residents goes all in on tourism
An island home to just 1,735 people is gearing up to welcome nearly four times its population in tourists. The second Culebra Carnival, scheduled from July 30 to August 2, is projected to attract around 6,000 visitors over four days of music, food, and Caribbean culture, according to Mayor Edilberto "Junito" Romero Llovet 1.
The event arrives amid strong tourism numbers across the island. The Puerto Rico Tourism Company reported an average hotel occupancy of 88% for the long weekend of July 24-27, peaking at 93% on Saturday the 25th. The Porta Capital region (metro area) reached 94.1%, while Porta del Mar (eastern zone, which includes the island municipalities) posted 80% 2.
The Caribbean's smallest tourism laboratory
Culebra has become a case study in how tourism transforms a tiny community. According to AirDNA and AirROI data cited by NotiCel, the island has between 300 and 400 active Airbnb listings, and up to 481 across all short-term rental platforms combined 1. That works out to 232 rentals per 1,000 residents — the highest density in Puerto Rico and one of the highest in the Caribbean.
For perspective: Vieques has 62.8 rentals per 1,000 residents. San Juan, with all its hotel infrastructure, barely reaches 12.9 1. An estimated 31% of Culebra's residential units have been converted into vacation rentals.
For carnival weekend, occupancy on those rentals already exceeds 90% 1.
Green money: the environmental fee that doubled its revenue
One of the most revealing data points is the success of the environmental fee the municipality charges visitors. In its first year, the fee collected approximately $500,000. In the second year — the current one — collections are approaching $1,000,000, nearly double 1.
Logistics for moving thousands
Getting to Culebra is not as simple as driving to any town. The Integrated Transportation Authority (ATI) will extend ferry schedules with departures from Ceiba starting at 3:30 a.m. through 7:30 p.m. on weekdays, with return trips from Culebra until 9:30 p.m. 1.
By air, Air Flamenco will operate up to four daily flights and Cape Air will add another four, for a total of 7 to 8 flights per day 1.
The carnival will be held at the Centro de Bellas Artes parking lot, with free admission. The lineup includes El Gran Combo de Puerto Rico, Olga Tañon (tribute), Yomo, Tribu de Abrante, and more 1.
